[windows2000] dotNET Framework and Service Pack2

Is there a way to merge the original dotNet Framework with the Service
Pack2 for the Framework? I am looking for a way to distribute it via my
AD Group policy. The Framework is available as .msi but the service pack
is not.
Any hints?
