When you choose shutdown on Windows 2003 server, in addition to the combo box to select log off, shutdown, and restart there is an additional section called "Shutdown event tracker" for Reason, planned or unplanned, hardware, software etc. Then a section for comments. You can't click the ok button to proceed until you pick something from the list of reasons. I'm not 100% sure I'm familiar with what you're talking about, but I imagine it's like the shutdown program included with Windows XP. I know that if you use the shutdown.exe from the W2K Resource Kit, you don't have to fill out a survey, so maybe you can use that to reboot a W2K3 server sans survey as well.
