The funny thing is, I had this problem before Windows 2k SP4 was installed.
The installation was the first release of Win2k. Once I installed Win2k SP4
I still had the problem. Weird

Try reapplying Service Pack 4 from CD or network. That solved the problem
for one of my users.

Yes it shows the percentage after you hit the "scan for updates" link, and
then it just comes back to the same page, not displaying any updates. Just
wondering if anyone has ever seen this happen, where you can't download
updates after it starts trying to scan the computer to see what updates it
needs to download.
