First, you cannot have two PDC emulators. But, here is what will happen, Down level clients (versions below 2000) will pickup the ntconfig.pol from the DC (NT or 2000) that authenticates the user unless you override the default and point to the ntconfig.pol to a specific location. The XP and 2000 clients will continue to use the ntconfig.pol file they individually discover that their is a 2000 DC in the domain.
