[windows2000] Registry Tweak

I'm trying to apply registry tweak #2 shown here

but it doesn't seem to be working. Anyone know what's up with that?

My original goal was to find a way to show the person's IP address on their desktop, however it has to survive changing of wallpaper, so the sysinternals or whoami programs aren't sufficient. I was thinking of trying to load the IP into an environment variable, then adapt the above tweak for my network places, but I'm not having much luck. Does anyone have a better plan?
