I setup a 19" and a 21" KDS monitor on my computer as a dual-desktop
configuration. The problem is when the two monitors are sitting next to
each other, the 21" screen 'pulsates' (you can see the brightness very
faintly flickering). It also causes some minor interference on the right
side of the 19" (the 19 is on the left, the 21 on the right). If I shut
off either monitor, it will stop the interference on the other monitor.
If I set them about a foot apart, the interference stops. I just had two
17"s setup like this but they were sitting side to side with no space in
between. I want to setup these two like that because I don't like a 1
foot gap when dragging a window from one to the other or having a window
that spans both monitors. I don't know why these two monitors don't like
each other.

Any suggestions?

Put some shielding between them. What will depend on your budget, the best probably being some 1/8th inch grounded sheet metal.
