If you are sure you need two forests, they cannot share a common root name.
Two forests, by definition, do not share security or contiguous namespace.
Maybe you mean two trees in a single forest?  Then you have different
namespaces for each tree.  How about adm.harper.edu and lab.harper.edu as
domain names?  If you "want Active Directory to manage both areas," why not
use a single domain with separate OUs?

We are an educational institution that is considering a physical zoning of 
Lab's and Administrative domains. We want Active Directory to manage both 
areas. I understand we need to AD implementations and thus 2 forests. But, 
can they both have the same root DNS domain name (ie. xxxx.edu)? Or, do 
they need different DNS domain names (ie. xxxxadm.edu and xxxxlab.edu)?

BTW: this could be either Windows 2000 or 2003.
