Jim, I did misread what you wrote, and so I went back and checked the permissions on the Directory Security tab for the directory in IIS on the server that hosts the web app. They are identical to the permissions on the other server which hosts the old web app (with the only difference being the anonymous account on each machine is what is allowed access to that directory). I assigned the anonymous user to the wwwroot folder on the server where all of the files exist. But that didn't seem to help. Along those lines, I then decided to create a new virtual directory on the edge server, pointed it to the other server where the files are at. While I was going through the wizard it got to a point where it asked me for a username and password to run the application. I assumed that it meant the anonymous user on the edge server. Am I wrong? (And I have no idea what the password for the IUSR_<edgeserver> account is.) You might give access via the security tab to the IIS account to the directory on the other server or share that directory on the other server first.
