I did call Microsoft support, within 2 days I got the hotfix  Q265396 via
email  with attachment zip file.
It's free.

I will tell you one thing, it is and always will be up to Microsoft as to
charge or not charge...they always, always side with the charge and I have
not heard to date of anyone in our shoes not being charged.

I tried one time to request they just listen to the question and answer
chargable or nonchargable as an answer so I can decide if it is worth it for
me to provide a charge card number. They responded, give me your charge card
number and then I will listen to your question.

The time we spent hashing it out they could have listened to the question
and responded as above, hung up, and been on to another call.

I understand that if it is a long drawn out question(s) but when it is a ten
word, one line question they should at least hear it out and then let the
customer decide...
