[windows2000] Group Policy

I'd like to remove the shutdown feature from Windows XP and 2000 via GPO. I
still need the restart functionality. However - when I use the default
feature for this in AD GPO - it removes both and the only option left is
Logoff/on.

Has anyone seen a custom ADM file that would allow to restart the computer
and only removes the shutdown button/feature?
