Hmmm... while we're on the topic: is your own recourse to write your own
Administrative Templates, or does Microsoft (&/or others) provide
additional .adm somewhere (for Office, etc.)?  In other words, where do
you get application specific .adm files (Office specific, for example)?

Yes you can... simply right click on the "Administrative Templates"
folder
in the GPO and choose "Add/Remove Templates."
