[windows2000] Changing language in IE in win2k??

Hi all,

I need to change Internet explorer for a chinese postdoc at our
department, so that he will be able to read chinese pages on the
web. As it is setup now, only squares and squiggles show on hte
webpage when he's viewing the chinese pages.

 I did this once before, but can't for my life recall where and how
I did it...

Can anybody help? Thx.
