It is the engine behind Hyena.  
Hyena would be better, but if you can't get it, then this is what I used a
few months ago to get that information.

Use MS MBSA(?), the security base analyser. IT's free and available on the
MS site. It's also based on Shavlik's hfnetchk and what not. Should do
exactly what you want.
