video playback question

Hi folks,
I'm hoping someone partially sighted on the list can advise me regarding
Shoutcast tv streams, and downloaded video clips.
I find that some tv streams and downloaded video clips, play back with lots
of flutter. It's almost like looking at a strobe light!
I'm assuming there's a change I can make in one of winamp's buffers?
Currently using Winamp 5.12 with Jaws 7.0 and Windows XP.
Have a broadband 100KBPS connection.
