it looks as though i did not capture utftools anywhere; if anyone finds
a copy, let me know and i'll drop it in wily/misc in the ftp area. i use
nfmt, a version of fmt before gnu people got to it. it is very nice but
does not to uft; something that could be fixed with libutf.
