I have been pretty happy with Aplus.net, who have very good
phone support.

Their basic package is the Websolo account which is 6$/mo.
with a 10$ setup fee:

1 GB Bandwidth Per Month
50 MB Disk Storage
2 POP/Web eMail Accounts
1 Domain Per Hosting Account
Unlimited number Subdomains
