I'll second Ruth's recommendation of ICDsoft (http://www.icdsoft.com). I think they meet your requirements (300+MB storage, 5GB traffic/month, perl, php, mySQL, running on Redhat), and for $50 a year. I've got a number of low-traffic clients hosted with them.
