[webproducers] web hosting question

hello all,

I hope everyone is doing well.

I was hoping that the group might be able to assist me
with daunting task I have recently taken up. I need to
find an "inexpensive" web hosting company for my
portfolio site. I am accostumed to dealing with
companies that handle larger projects but am befuddled
by who to choose for a simple site.

I do not need many bells and whistles, my requirements
are:
 
Server:
UNIX or Microsoft, though Unix seems to be more
appropriate.

Disk:
-10MB+ storage
-2GB+ monthly traffic

Site Management:         
-24x7 FTP access
-*Web-based control panel (Sitecontrol)
-Detailed traffic stats (Analog)
-Access to raw log file 
-*Graphical statistics would be nice! 
 
Email:
-3+ POP3 Email accts.
-unlimited autorepsonders
-*web based email

Scripts:
CGI (w/counter)

Support:
-*24/7 tech support(email)...live phone support would
also be nice!

Multimedia:
-Flash(MIMME type)

Cost:
-Up to $10 per month w/ an option for a montly payment
plan would be nice!
-No set up fee or a nominal one is fine.

The rest seems to be standard across the board
i.e(daily back up, security, 99.9% up time,etc...).

A lot of these companies seem "shady" so if anyone can
recommend a reputable "budget" company it would be
greatly appreciated!
