It's possible to build Drupal templates that are completely custom, but it's
harder to work around the built in navigation et all, there are a bunch of
templates, but Drupal doesn't have a user base that is very design-oriented
(like MT and EE which is picking up steam). Drupal is a "do all tool", it
doesn't look to specialise, so you have to be creative and really put your
nose to the grind stone to make it work for you. In that way it's similar to
ZenCart, or OScommerce, they can do anything you will imagine but that also
makes it inherently complex.
EE is a system with a solid user management, templating and publishing
system which has plugins that handle very specific tasks and make them very
easy for you. For me the system covers 95% of what I want to do on most
sites (again with the exception of heavy duty ecommerce.)
To sum it up, with EE including the hooks or creating custom fileds (that
are automatically set up in the database) is so simple that I start with
design and XHTML first and don't worry about implementation, templates or
backend. I am not a Drupal pro and when I deal with it I use the standard
templates and try to work inside of them because I am scared.
Your milage may very, for me it was an easy choice.
