Well, first you can inform your project manager that several studies have
shown that the more customer contact a product has, the more likely it is to
be successful. You can specific references in "Contextual Design" by
Beyer/Holtzblatt.
Second, few things are more convincing than showing someone how a user
actually interacts with their product. Videotape a few users working with
what you want to test. If they have serious problems, show the tape to your
project manager. That should justify doing a more formal test.
Alternately, you can propose a low-cost/high value test, which you can read
more about in Steve Krug's book "Don't Make Me Think." It's a quick read.
You may want to also get a copy for your project manager.
