You're talking about micropayment services. QPass was a service  
provider, but I'm not sure if they're still doing it (or if they're  
still around.) You can buy services at Kinko's for less than a dollar  
-- I've printed out documents there when my printer ran out of ink and  
charged my credit card something like $0.16. You might give them a ring  
to find out who they use.
