The Overseas Software Development Model and Its Impact on the US Software 
Industry

India and other areas in Asia and Europe are emerging as centers of software 
development. IS/IT
departments get sales calls every day from firms wanting them to move their 
development efforts
overseas. With hourly costs much lower overseas, CIOs and CTOs are often faced 
with a hard sell.
"All your competitors are bringing their development efforts overseas", they 
are told. 

Is overseas development the only way to go? Can the software industry continue 
to grow in
relatively high-labor cost areas such as New York City? What, in fact, are the 
advantages and
disadvantages of taking your coding and development efforts offshore? 

NYSIA's mission is to grow the industry in the New York area. Is the health of 
our industry
threatened by the move to offshore development? This panel will offer both 
sides of the issue.

Officer, Avantrust; Aret Migirdeyan, CEO and Founder, MIG & Company; Chris 
Hansen, CEO, Rila

Profile: Miles Thompson, Technical Architect, cyberelves.com. Miles is a Senior 
Technical
Architect with experience designing and building financial, medical and dot-com 
Web sites in
London, New York and New Zealand. He holds a BS (Hons I) in Math and BA in 
Sociology. CyberElves
has a remote development model, mostly based in New Zealand. 

Profile: Joel Plaut, Chief Technology Officer, Avantrust. Joel has 16 years of 
experience in the
industry. Avantrust, which provides insurance and credit information for B-to-B 
marketplaces, is a
joint venture of AIG and D&B. He has had good and bad experiences with the 
Offshore Model. 

Profile: Aret Migirdeyan, CEO and Founder, MIG & Company. Aret has 12 years in 
the software
industry. MIG specializes in C++ and Java applications. They outsource part of 
their development
work. "We have worked with China, India, Russia, Ukraine, and Mexico. We had 
bad and good
experiences." 

Profile: Chris Hansen, CEO of Rila Solutions. Rila is funded by George Soros. 
Rila does the
majority of their programming in Bulgaria, but has offices in New York, 
Philadelphia, Paris, and
London as well.
