One approach I've used is to be very clear about expectations on both sides,
many clients don't understand what's involved in server side/database
scripting and how it's different on the web.
Sometimes I'll offer 3 prices and begin with the highest price first.
For this, this, this, this and you do this, this, this. The fee is $XXX
For this, this, this and you do this, this, this, this. The fee is $ XX
For this, this and you do this, this, this, this, this. The fee is $ X
I've also found it valuable to set up a meeting with the decision makers,
create a static prototype or storyboard and use that opportunity to ask
questions and present alternatives. Sometimes a company won't meet with
bidders unless you can make a case that you've got some questions that will
help them refine their request.
They tend to also be pretty impressed that you've spent the time to begin
guiding them even before you've submitted a bid.
After you've done this a few times, you'll have a collection of common
templates that make it easy for you to customize for a pre-bid prototype.

...Bidding for the development of a web site. It includes some layout work
(design is done by others) and quite a bit of server side work. Making
abstraction from layout (it not yet clear how many pages there will be) I
need to implement the following modules:
- search module (generation of a listing of clips from a database back
end.
Clip database is created by someone else)
- shopping cart module (generation of a list of selected items)
- mail module (need to send information at check out time to the site
administrator about users' selections)
- users database generation and management (database keeping track of the
user )
- admin interface (inclusive of the ability to manage the databases and
run
a routine matching clip database info with file archive)
Now the point is the following. How do I price the work in order to
outbid
other porposals and avoid shooting myself in the foot ?
Any idea about average development cost for small web site that are
inclusive of a server component ?
