Confusion, isn't that the purpose of a discussion list?  I'm interested in
most replies and if it's a thread that doesn't interest me, then I just
delete it.

I think you're asking for a digest option, I don't like digest options but I
know there are others that prefer them.  Digests can take a lot of time from
a list moderator.  I know Yahoo Groups allows an individual member to set
their preference to "Daily Digest", don't know if freelists allows the same
option.

When a member of the group asks a question of the group, is there any way
that respondents can limit their response to the specific individual who
asked the question vs. copying the entire list?

I'm sure I'm not alone in that when I am not interested in the responses,
it's annoying to have to go through my inbox and delete unsolicited mail.
Perhaps respondents can send their replies to the list administrator who
will capture and post all replies in one email so that those who are
interested, including the person who asked the question, can open one email
and be done with it?
