Folks who input data (as in content/writing/news) into a CMS could certainly be called content producers. I thought you were talking to actual programming. By the way, I have seen "producers" doing tech stuff and I have seen producers being client leads (again, depends on size of organization and scope/budget, etc.), so I say, it's up to you...although it would be nice to have an industry standard/consistency.
