Agreed. I didn't word my original post very well. What I meant to say is
that I intend to itemize all the features, both required and desired, and
ask the vendors to tell me which they consider doable given the budget. 

I think I agree with Stiglitz that markets work most efficiently when all
parties have equal access to the same truthful information. That's why I'm
tending toward disclosing the actual budget amount. That way, negotiations
would center on the issue of how much of the feature set is doable at the
price.
