I'd say one big thing that could help would be to involve your tech
leads or lead developers in your planning. If you don't have any tech
leads or tech managers, you probably ought to hire some.
I made the jump from producing to technical management a while ago, so
I've seen this from both sides. IMO, if you want to get accurate
numbers in your forecasts, you need to involve the technical
leadership in your resourcing meetings.
