Angela,

My experience has been that Project manager has a wide range of
responsibilities based on the company that you are looking at. I don't think
your title should preclude you from looking at jobs that have a Project
Managet title, you just need to make the case that while your title is
currently "Programmer" you have project manager experience. I like Josh's
suggestion of "Programmer/Project Manager", although I suggest reversing
emphasis so that PM is up front.

Also, I would generally discount the "x number of years experience"
required. I have found in the past that if you know the job they will hire
you regardless of experience. I think this is really just a filter to narrow
the field of applicants. I personally have been hired for jobs where I had
up to 2 years less experience than what they were asking for.

I'm hoping someone can help me with my inquiry.  I had project
management experience in the past and diverted back to programming to
gain more technical knowledge. I currently work for a company where
unfortunately, promoting from within is not practiced. I currently
perform tasks which project managers would normally do, in a sense I'm a
PM in training.

Since my job title is not an associate PM or PM and it has been a few
years since I actually had that title and performed PM tasks, I think it
may be difficult to get back into this position, if not with this
company but with another as my actual PM experience is only about 3
years.

How can I get back into this position when my current employer doesn't
promote from within and most employers are looking from someone with 5
or more experience?
