I don't know if it's a perfect fit but you might check out open-source
portals like PHP Nuke or Post Nuke (for Unix/MySQL) or DotNetNuke or
Rainbow Portal for MS platforms.
I've been working with a team to eval the MS versions for various
intranet implementations.

You'll get the best information if you create a free account with each
site.
Generally, the big "pros" are they're free, with a pretty healthy level
of community support, and the default frameworks are very easy to
implement. The cons...they're only frameworks: you'd still have to
create content/GUI design and decide how to implement/manage the
features you want. (Three of the four you require are out-of-the box,
and there are several dozen inexpensive addin modules for each
framework).
We've leaned towards DNN. Rainbow Portal has more modules out of the
box but it's 1.0 and IMO it needs a little more burn-in time. With
either choice, the budget we save by not buying licenses/subscriptions
can be channeled back to development/implementation by our small team
of .NET developers (and, eventually, it could be decentralized for
management by content owners, if that fits your customer's vision).
Plus, if you have even the slightest technical skill it's easy to set
up: I'm more producer than engineer and I fired up the default
framework in about 30 minutes, with a little advice from a developer.
