You'll want to watch out because, like in all professions, there are degrees
of talent.  First you need to know what level of talent you need.
  Simple animation of images and text using Flash as a tool is really quite
simple, and there are many teenagers with no formal training who are
perfectly capable of making any animation you want happen on screen using
Flash.
  Some of the hazards of hiring a non-trained, but capable freelancer is
that they may lack in other areas, such as effective use of the grid for
consistency of layout and proportions, or skilled use of typography and
color theory, etc.
  Beyond basic Flash skills along with intermediate and advanced graphic
design skills, some things you want to do will require advanced Flash
capabilities such as action scripting, back-end integration, and more.  For
these, you are best off hiring an experienced -- and usually more
expensive -- graphic designer with advanced Flash skills.

In my experience, the difference between gifted creative talent with
photoshop or Flash skills at a bargain price (as low as $10/hr when you
break down a low project fee) versus an experienced and trained, expensive,
designer can be great.
  In most cases, if you can afford $75-$110/hr for a designer, don't skimp.
You'll get better quality, faster turn around times, greater reliability,
and higher likelihood of the designer getting it earlier than later, or
possibly ever!
  As with all purchases, the more educated you are, personally, or through
an agent (recruiter or unbiased consultant) the greater the chance you won't
get screwed: caveat emptor.
