And don't even get me started on finding decent Flash developers. There is a marked difference in the skillset of a Flash Developer and a Flash Designer. Very nearly the difference between a Visual Designer and an HTML Developer. A Flash Dev who can code really well (e.g. a serious programming geek) is worth his/her weight in gold.
