it's a developer's role and more specifically it's a front-end developer's role:

. Expert knowledge in HTML, CSS, JavaScript and DHTML/DOM
. Expert knowledge of the latest Web technologies, cross-browser and
platform issues
. Expert knowledge in Web standards and CSS-driven layouts
. 2+ years experience working in advertising or design studio environment
. 2+ years professional experience in web design and multimedia production

you're basically looking for someone who can implement design and
interface, someone who creates the structure around which web apps and
experiences live, someone who has a firm handle on various css and js
frameworks.

someone previously mentioned in this thread that these people are a
dime a dozen. i strongly disagree.

certainly, many will say they have these skills, and can manipulate
.css. and .js files but when you get someone really good it's a truly
special experience.  for example, i can hop into code and manipulate
it to my heart's content but i wouldn't consider myself an originating
developer. those people are game changers. the rest of us watch from
the sidelines and, if smart, learn. i wrote about it once in a

unfortunately, i've found that most of the really good folk are
independent operators working on a variety of projects because when
you are good you are in demand.
