Two thoughts on weblogs and webhosting.

For weblogs, here's an interesting comparison tool:

I've used Radio, GreyMatter, MoveableType, and pMachine. All are great.
It depends on what you want. There are other tools, too, as you can see.

I would second the wiki suggestion as something to consider. I recently
set up UseMod Wiki for testing
(http://www.usemod.com/cgi-bin/wiki.pl?UseModWiki) and it was a breeze,
like setting up phpBB or MojoMail. You can see a great use of this tool
at http://www.iawiki.net. If you've got the right audience, Wikis can be
a fun way for people to contribute useful content over time. 

For webhosting, I've also installed phpBB and the weblog tools on two
hosting services with zero problems. I can also recommend a third and
there are certainly many other equally good hosting services. I've used
Linkstream.net and PHPwebhosting.com. I'd also recommend
HostingMatters.com. Basically, email the vendor up front and tell them
what you want to set up and ask them how easy/tough that is to do with
their configuration.
