Doodle isn't survey software, it's polling software. So, that doesn't  
really fit the original criteria. Therefore, not sure how it's  
"better" for the original need. Visually, it looks more appealing that  
SurveyMonkey.

Also, Google Spreadsheets does require Javascript. Go into their  
survey template library and try out some that have required fields.  
The continue button won't be enabled even when all required fields are  
filled out. So, JS is required when logic is involved.

At the same time, I really don't see how relying on JS is an issue.  
It's about as common as the Flash plug-in. The likelihood that you're  
audience doesn't have it is statistically insignificant. Now, if you  
know they won't have it up front, that's another story, but more than  
likely they will have it and it's a moot point. I prefer to design for  
reality than theory.
