There is no supported mechanism for this. The driver developer controls what 
system effects APOs are installed on the hardware.

I'm looking into a solution (for a client) where I need a global fx filter in 
the audio stream
just prior to rendering to audio device, such as a sAPO GFX that is not hard 
wired to a specific
audio device. What would be the appropriate approach to this?

Saw that the question has arisen before, but I have not found a definite answer 
yet.
