POSITION: BLIND REHABILITATION SPECIALIST (Low Vision Therapist)
GS-601-11
SALARY RANGE: $54,494 - $70,843 per annum
DUTY LOCATION: Rehabilitation Medicine Albany, NY
TOUR OF DUTY: Monday – Friday, 8 a.m. – 4:30 p.m.

Duties: The Low Vision Therapist is responsible for functioning as a
full member of a Rehabilitation Team. The team is responsible for the
total rehabilitation process of assigned patients. This includes:
evaluating patient needs, counseling, developing an individualized
treatment plan, implementing this plan, and recommending prosthetic
issuance. The incumbent also assists research in evaluating new
technology, provides cross training instruction for other blind
rehabilitation specialists in low vision, and develops instructional
material that can be utilized by any member of the team. The Low
Vision Therapist uses functional vision evaluation instruments to asses
visual acuity, visual fields, contract sensitivity function, color
vision, stereopsis, visua
l perceptual and visual motor functioning,
literacy skills in reading and writing, etc. as they relate to vision
impairment and disability. The CLVT also evaluates work history,
educational performance, ADL and IADL performance, use of technology,
quality of life and aspects of psychosocial and cognitive function.
BASIC REQUIREMENTS:
Citizenship: You must be a United States Citizen and meet English
language proficiency standards.
BASIC QUALIFICATION REQUIREMENTS: Education - Degree; major study in
an academic field related to the health sciences or allied sciences
appropriate to the work of the position.
SPECIALIZED EXPERIENCE: One year of specialized experience or 3 years
of progressively higher level graduate education leading to a Ph.D.
degree or Ph.D. or equivalent doctoral degree that equipped the
applicant with the particular knowledge, skills, and abilities to
perform successfully the duties of the position, and that is typically
in or related to the work in the field of blind rehabilitation. To be
creditable, specialized experience must have been equivalent to at
least the next lower grade level.
TIME-IN-GRADE: Internal candidates must have completed a minimum of 52
weeks in a position no lower than GS-9 to meet this requirement.
External candidates must have experience that equates to the GS-9
level.
KNOWLEDGE, SKILLS AND ABILITIES (KSA’s): Please explain how your
experience (including non-paid), educati
on, training, job related
honors and awards indicate you meet the rating factors. All applicants
should provide clear, concise examples that show level of
accomplishment or degree to which they possess the KSA’s.
1. Knowledge of the blind rehabilitation process as it affects low
vision practices and techniques and
involves multidisciplinary teamwork in an outpatient and/or
medical residential setting.
2. Knowledge of, demonstrated experience with, and ability to teach
blind rehabilitation theories,
principles and practices in low vision skills.
3. Describe your experience of your ability to access and develop an
individualized treatment plan
(Low Vision) of instruction based on the needs and capabilities
of the patient.
4. Discuss your ability to communicate effectively both orally and in
writing, with individuals, family
members, vendors, members of the medical staff as well as
disciplines of varying backgrounds or
educational experience, and with different target audiences.
