You're right -- it doesn't seem to be a Vision Egg-specific problem, but rather a general OpenGL problem. This is really strange since Windows 2000 comes with a (not hardware acclerated==slow) version of OpenGL, which should at least work. Is it possible that your Windows installation is messed up?

One suggestion is to download the latest drivers for your particular video card from the manufacturer and hopefully some OpenGL-based demo from them, too.
