[visionegg] Instructions to install under Windows/Python2.3 now online

I have updated the Vision Egg website to include installation instructions for the Python 2.3 and Windows combo. This is considerably simpler than installing for Python 2.2 on Windows.

I have also released a new Windows "bleeding edge" binary for Windows and Python 2.3
