Hello Frank,

This is how I would perform  such a task:

1. While in Skype, go into the tools menu.

2. Press enter on add new contact.

3. If you have the persons skype name or their email address, just type it
in. You could even use their normal name as well.

4. Tab to the find button and press the spacebar once.

5. Shortly after you do this, in theory a list of results should come up. It
will be up to you to know if one of the results is the person you want to
add to your contact list.

6. Once you have located the correct person and note that there may only be
one or there may be many results, just press the application key on that
person you feel is the correct individual you want.

7. Arrow down to "add to contacts" and press enter key.

8. You will be prompted to type in a short note telling the other party who
you are and that you would like to add them to your skype list.

9. Finally tab to the "ok" button and press the enter key or spacebar.

Now just do alt + F4 to close the find screen and if you check your skype
contacts you will see an entry in it stating the persons skype name but
that they have not yet authorised you to add them to your contacts list.
When they do go into skype next time or if they are currently on line t
someone else they will see your note asking for permission and it's up to
them to click on the ok button on their end to allow the exchange of user
names to be added to each other's list.
