It was by luck that I came across your email as I now delete, without
reading fully, emails which do not have  a relevant subject line!
Now to try to answer your question!
I have had a similar problem recently and it indeed cause me a lot of
frustration.
Won't let you know where it came from, perhaps you and others might be very
surprised to know!
Anyway, how I sorted out reading that JPG was to, in my case, print it out,
and then have the document  read with my scanner programme, Kurzweil.
It read it quite well despite the fact that, I understand that the print
wasn't all that great!
Not an expert in those kind of things!
