It's worse than you say Gerry. The old plans required RTÉ to broadcast only 1% 
of programmes with audio description, not 2%. The new plans are to raise the 
audio description level to a whopping 2% by 2015. I imagine there will be 
dancing in the streets. Compare this with the situation in the UK where 40 
channels have over 20% of their programmes audio described.

The draft new rules are derisory and I would urge people to make their views 
known to the BAI. It's quite easy because they are accepting submissions by 
phone and SMS as well as the usual post and email. So you can voice your 
disapproval by texting "BAI" followed by your response to 51000 or by phoning 
the BAI on 1890 940 490. This is an automatic answering service that will 
record up to 2 minutes.

Audio CD, audio download or 14pt print from the following web address:

NCBI will be making a detailed submission, as will the TV Access Coalition.
