On the other hand, there is resistance to accommodational change.  Look at 
the ongoing situation with making books accessible?  It would be simple 
enough for book publishers to provide, as a matter of routine, accessible 
PDF or accessible electronic files of books so that they could be brailled, 
recorded into DAISY, etc., instead of (in most cases)  having to be manually 
scanned and OCR'ed, and corrected (for error-free transcription).

I don't think people lack empathy. In my experience, they can be
thoughtless, patronising without meaning to be and may lack information. But
aide from the minority of obnoxious individuals you will usually find in
every society, their heart is usualy in the right place. Legislation like
this raises awareness of disability as a whole and while we still have a
long way to go, we still enjoy far more advantages than previous generations
of people with disabilities, in the area of technology and in other areas.
It's important to be reminded of that as we negotiate a world full of bumps,
ignorant comments and incompatible software.
In other words, I think legislation which promotes the rights of
disabilities is something to be welcomed, even if it is limited in scope.
