the answer is remove both apps and the folder disappears.
Hi William, Ohio here,
On a fourth through sixth generation Fire tablet, the only way to
create a folder on the Home page is to slide one app on top of
another. Doing that creates a folder and you can enter a name for the
folder. That folder is accessible on the Home page.
There needs to be at least two apps to create the folder; however,
after the folder is created, you could remove one app thereby leaving
just one app in the folder.
If you remove both apps from the folder, the folder will disappear.
Thus, you can't have an empty folder.
