(VICT) Re: Serious issue with Gretch

Road conditions can include many strange things in the big cities.
In New York there are people and dogs who get electric current through the 
grates, man holes and cracks in the street from old, broken and deteriorating 
wires that are under ground.  
This is particularly so in wet and snow.
