Hi, Christy,

Yes, the guide should slow down a couple of steps before stopping at a curb 
or step.

As for the length of the harness handle, it depends on the height and length 
of the guide, and to a certain extent, on your height and the length of your 
stride.  You definitely want to be positioned so that you are walking a step 
or a step and a half behind the front feet of your dog.  And you want the 
handle to be long enough so that you can walk upright, with your arm hanging 
comfortably at your side and the hand holding the harness handle only 
slightly ahead of the verticle.  You want to be positioned opposite the hip 
of your dog, or at least that is where I feel the most comfortable, and 
where I get the necessary feedback from the dog out in front of me so that I 
can anticipate what is coming and respond to the cues that come through the 
harness.  You may have to experiment with different length handles to find 
the one that works best for you.
