Hard to say. Depends on if it has an update, or if there's a custom rom for the
thing to get it up to 7.
By default it'll just be the standard Google TTS, but you can get Eloquence for
$20, which is very well worth it.

I'm sure you'll be calling me with some questions, but for starters, As soon
as the tablet comes on and you land on your first setup screen, place two
fingers on the screen anywhere, doesn't matter as long as it's two fingers
spread about an inch to an inch and a half apart. Keep your fingers held on the
screen, and you'll hear it say continue holding to enable accessibility, so,
just keep holding. Eventually, it'll say enabled, at which point you then can
lift your fingers, and then, you'll be in the interactive Talkback tutorial.
