[va-richmond-general] banded pigeon

I have had Pied Rock Dove pecking at the cracked corn I scatter on the ground for two days now. It has a red band on its right leg. I can't be sure if there are letters on the band or not. Should I try to get closer to see the band? Should I report it? Where? How?
