[va-richmond-general] Wood duck with young

4-23-2003: Bryan Park -Female Wood Duck with at least 10 young in the upper 
pond where the Common Loon had been. (Last sighting of the Loon was 4-19). 

The Henrico County Board of Supervisors withdrew a proposed ordinance last 
night that would have made it illegal to have a birdbath in your backyard with 
water in it. (Water had to be more than 6 days old. The fine is $250) In an 
attempt to eradicate the West Nile Virus, the manager had proposed this 
ordinance to the Board. Instead, the Board has adopted a policy to urge 
citizens to eradicate all standing water. For county retention ponds they plan 
to use a larvacide, but did not specify the exact name. Will try to find out.
