[va-richmond-general] White-winged Scoter - City of Richmond 2/2

Hello Birders,
This morning I observed a White-winged Scoter over the James River at the
Wetlands section. Around 8:40 whilst looking at the raft of Canvasback,
Redhead and, Ring-necked Duck, I saw an all dark duck with white secondaries
fly upriver, then turn and fly back down river. On the second pass I was
able to see a pale iris and all dark bill. Probably an immature male as no
white "comma" around the eye was seen. I tried to relocate it further down
river where the park ends at the Willow Oaks Golf Course, but was
unsuccessful. There were several ducks present but the distance and glare on
the water made it impossible to see what the were. Other ducks;
