I talked to Laura Graham and she referred me to Pat Knapp, but I don't know
how to reach Pat:

Hi Jim,
Her name is Pat Knapp and we talked on the phone a long time last night. She
is interested in the effects of LP on bird migration, but also getting an
ordinance passed in Goochland. I hope to have her meet Jim Petty and Rick
Rouhier of Goochland, because they have been interested in the same thing. 
And I told her I will help in any way I can.

A caller to RAS wonders where she might get information on how excess  
light in the evening or night sky might affect bird migrations?  Does  
anyone know anything about this?  She's interested in getting  
ordinances passed to limit night sky light pollution from development  
in Goochland.  They still have a dark night sky there.
